HDR Photos? How do I turn photos HDR on Paint.Net?

I am using the free photo editing program Paint.Net and I am wondering how I can get HDR on my pictures? I want to know how to change the resolution and to change it to make the pictures in HDR.

Though bumping the resolution on a low resolution picture will still get that resolution even though you bumped it up.

You can alway take away from resolution but not "add" to it. You can increase the DPI or PPI but all that does is guesses more pixels in between the ones you already have which usually makes the image fuzzy and has digital noise.
