When I use the Shutdown menu on my PC I am unable to get the PC to turn back on without first removing power from it entirely for instance turning off surge protector then turning it back on then PC will turn on fine or unplugging the unit directly and plugging it back in. I had this issue in windows XP and now also with Windows 7 x64. I have a Rocketfish PSU, do not remember how many wattsor wqhat model but it has done this from the day I first installed it.

First option is just to turn of the surge protector every night before you go to sleep and turn it on when you are awake again. Benefit of this is that you save power this way.

Second option is a bit more complicated. Get another PSU and see if you get the same results. If so, there is something wrong with the pc. If not, congrats you just solved the problem!

to add on: if the PS does not work, try a new mother board. My money is on the mother board personally, but I could be wrong, still try the PS first

i had this issue when i built one of my PC's, it's an issue with the PSU. i sent mine back multiple times with the same fault.

i would have to turn off the computer then switch off at the mains wait a few seconds for all the power to drain out and then switch on the power and then the computer would come on.

dont buy cheap PSU's they are not worth it, in the end i bought a corsair PSU which is still running 5 years later without any issue.
