Back in the 90s there was a PC sound card called "Sound Blaster" with voice recognation.
Is there yet a software on any operating system which allows you to control the computer with spoken words like "open file manager" or "start browser"?

Yah OS X has a utility built into it that you can toggle on or off in the system preferences but it doesn't work that well

I know you can do it in Windows XP in Microsoft word. I think you can do it in Windows 7 too.

I believe that every OS now have voice recognition. Though I can't speak for MacOS or Linux, I know for sure that Windows 7 have it, you can find it in Control Panel > Ease of Access. And I think you can download it from Microsoft for any version of Windows.

Windows does, I'm pretty sure macs do, and some Linux distros do. Lots of phones do as well.
