Hello!

I would like to create a website called Authors Community.

In the website I would allow users to submit stories, other users rate them. It will also include a social networking aspcet for users to interact.

I have prepared a short summary about what features I would like to include

Scribo Fabula is a Authors Community bent on giving young (or old) writers means of getting GOOD stories out in the open. Popular stories are put on front page for anyone to see. The best stories are hand picked to go in a separate area of the site to be shown. The best of the best go to be published in a book in copy. We have a social network where members can chat. We feature a under 13 zone where you can find pen-pals, log you books, and participate in special offers including writing contests. We also include tips from some professional writers, and interviews. And for the icing on the cake we have a fan fiction section for all of you fanfiction lovers.

You could use drupal and pay for a premium theme of that price

Drupal is completely open source and a great solution. It has a rather steep learning curve but once you get the hang of it you can do virtually anything. If you plan your project to grow, drupal is a good choice. It's a CMS platform though, by tweaking and adding a lot of plugins to Wordpress you could get what you want too (and Wordpress is much easier to use).

I used web to date from data becker (www.todate.com) is working pretty good, try the trial version.

I would use Drupal. It is open source, but if you want to add functionality, you will have to download all of the modules yourself.
