My monitor goes to sleep from when the cpu is turn on

I have a Dell Dimension 9200 Desktop when I insert a PNY Verto 9600 GT video card and plug it up correctly I turn on the PC it boots up normally but my monitor goes straight to sleep mode from time I turn on the cpu. the cpu works fine cause I know it finishes booting up to windows cause I hear the log on music when it plays but nothing from the monitor

I think you mean GPU. Your computer will not turn on without a CPU. A CPU is the thing made by Intel or AMD(others but those are the main ones) and it is the Central Processing Unit. The GPU is the Graphics Processing Unit which is your graphics card.

is that card enabled in the bios?

if it is, then the last time I had this issue, it was a damaged mobo. does another card work in the socket?

does the monitor ever come on? if not, then the card might not be in as far as it could, or it may be a faulty card, or a faulty lane

it's a high performance video card so I was wondering if my power supply can push it it has all the connections for the card

375W is low considering you have a high performance card...

25w wont really make a difference. the 9600gt it's self only needs 96W max

25W makes a big difference. You gotta allocate yourself at least 100W to ensure maximum power.

It's most likely your PSU. Or it may of course be your video card, PCI slot, the cable etc. But as you've got a 375W PSU and the card requires at least a 400W power supply I'd concentrate myself toward that. I recommend getting at least a 500W PSU so the card would run completely flawless and so you wouldn't have to worry about your card getting too little power. You should always think in advance in case you might want some better gear.
