pics editing best software?

I remember chris pirillo doing a video about a software that was free. I want a software that free but that I could editing any pics. My editing is just normal pics that i want to add letter or an affect.

on the lockergnome youtube channel there was a video about a free software for editing pics. I just couldn't find it.
