I have two questions:

The Verizon iPhone will be released for pre-order to existing Verizon customers on Feb. 3. I'm an existing customer, but I'm not eligible for an upgrade until Feb. 15. Does that mean I have to wait until I'm eligible to pre-order?

Also, since I'm eligible to upgrade on Feb. 15, and Verizon says "early upgrades" don't apply, does that mean I have to wait two years to upgrade to the iPhone? What exactly is an early upgrade?

sounds like a question that you should go to the nearest Verizon retail store to get answered, usually with my experience (but with sprint) you must wait until the contract is done before you order a new one...

Don't worry. The iPhone is being released into stores on the 10th. You can stroll in on the 15th and get it just the same. But if you really do want to pre-order, check your local store.
