I lent it to a freind, and, when he took it back, he had it in a plastic bag!!!! But it was in a anti static bag which was very long and very thick. Will it be ok? I need to sell it to pay off a bill for something i canceled (should not be charged for it, but hey.)

Let me make sure that I have you right, You lent it to him(how did you give it to him?) and then when he returned it to you he had it in a anti-static bag or a plastic bag? If he gave it to you in a anti-static bag it should be fine, sometimes when you buy GPU's they send them to you in anti-static bags. My most recent one did. So if he gave it back to you in a anti-static bag then it should be fine. But it I have misunderstood you let me know. The only way to know for sure you be to put it in a computer and test it.

Before I test it, I have noticed that the anti static bag has holes in it. Is the GPU dead? I do not want to short out my PC.

If it is dead then it is dead. This should not harm the computer if it doesn't work. I have carried stuff around with out anti-static bags and they have been fine . I can imagine a hole would cause anything.
