Do you need to clean Ubuntu, like windows with the registry?

No. Not really. It can cause a lot problems.

But it can also improve system's perfomance and correct a lot of problems.

In the few years I used Ubuntu as a main desktop operating system I never found that I had to clean it. It always ran fine for me.

Of course I manually emptied my trash folder and my web browser cache every few months to free disk space.

Yes and no. Every computer has temporary files, cookies, cache, trash, etc. Although I'm sure anyone can live a happy computer life without cleaning any of these, you could. Sometimes cache does take up a lot of space, and temporary files do too. Although I do not know of any application, such as CCleaner, for Ubuntu, it's fairly easy to do it manually. You can delete the cookies and cache from your browser and you can empty the trash on your own. I'm not sure where the temporary folder is in Ubuntu (cause I don't use linux often), but I'm sure you could find it by looking through the HD.

There is a package called "Ubuntu Tweak", which can be installed via the Synaptic Package Manager, which allows one to clean up old package data, configuration data, older kernals, etc. I have found it to be much better than "Computer Janitor" (and safer). It also has many other capabilities and worth installing. On some of the older Ubuntu releases, you may need to find a DEB (or RPM or TGZ) version to install.

You don't need to, even if you did it would very unlikely that you would notice any drastic speed increase when using your computer. As bobc4012 said you can use Ubuntu Tweak to "clean" your Ubuntu installation.
