I own my own webpage, in which I publish content I'm supporting, and I would like to make the service complete with a newsletter for my readers.
My hosting provider is GoDaddy, Windows, Shared Hosting. I'm using WordPress for my blog.
How can I achieve my goal?

The first thing to do is get a â€œsubscribe to my newsletterâ€ entry field on your webpage. Ideally this would be submitted directly into a database which can be exported as a CSV format. However it may be easier to just have this form submit to an email address. The only problem with this is that you will have to manually extract the email address from each submission email and then create your own CSV file.
Most email distribution systems, (e.g. www.campaignmonitor.com) will ask where the email addresses have come from and you will be asked to provide proof of where the data was captured from. This is obviously to stop spammers. So it is good to keep a record of the email addresses you collect.
