Having a fast internet connection does not necessarily mean that you will get fast downloads. If the server where you are downloading the file can give you a lot of speed , you will download it fast , but even if you have the worlds fastest internet connection , you will still get slow downloads if the server can't give you a good speed.
edit: also since you got a new house check if wiring is done properly . maybe the wires put are not that good etc .

Call your ISP. Your .bin file is probably wrong. it's a file that contains the information on what your connection speed should be.
Just call and say that you can see that your Internet speed isn't where it should be. They'll give the run around, but if you're persistent, they'll reset/clear out the old .bin file and you'll be good to go. Should take about a half an hour of phone time and then 30 seconds to make the change.

Unfortunately a lot of internet provides do what is called Throttling. If they notice a spike in your download speed they basically stop it from going so high. This frees up bandwidth. If possible I would shop around for a different internet provider. That would be my suggestion. I have Cox Cable and they don't throttle. I LOVE IT!

You get capped if you download big files allot. So i your broadband speed is 50 mbs and you download more then 500mb in the morning the ISP will then slow down your speeds to 20 mbs . Hope this helps...

The download speeds are slow because you might be downloading from slow/big servers that are dealing with 200+ clients at a time. If you tried downloading a Linux distribution from a fast server that doesn't have many clients on it you should find the download speed is much improved.
