Yes you can. Open up the Office 2008 folder in your applications folder and go to additional tools. You will then see a folder saying remove office. In there is the uninstaller.
Applications> Microsoft Office 2008> Additional Tools> Remove Office> Remove Office.app

Yes, you can. If I were you though, I would keep it. If someone has 2008 and you only have 2011, won't it not open? I'm not that familiar with how it works, but I know for a fact you can delete your previous version and 2011 will work fine.

Oy, no disrespect to the answers above, but I wouldn't trust the "...I'm not familiar with how it works, but here's what I'd do anyway..." Basically they're talking out their a**.
