When i log into google latitude it places my friend is about 200 miles from where they should be, i mean i know for certain at most he,s 9 miles away.

Is this normal to be so inacurate ?

Does your friend have GPS turned on? Assuming your friend also has an Android device with Latitude, Android determines your position using the GPS, Wifi networks in the vicinity, and nearby cell towers, in that order, depending on what is enabled.

Yes he has exactly the same phone as me and i did the settings myself.

The only difference is he is on T-Mobile.
