Do people watch videos in 1080p? Is the extra render and upload time worth it?

Yes it is worth it in my opinion. The higher the better, although the length of your video will justify the answer. Firstly ask: What kind of video is it and what is your audience?

Some people cry when 1080p is not available. Others can't tell the difference.

I would say that 720p is best option unless your video is short and/or cinematic.

Only upload the 1080P video if it's a native 1080P video. Videos that are recorded in lets say 360P and than converted to 1080P only take up bandwidth with absolutely no extra quality. And yes people like to have the highest quality available these days so if it's an 1080P video than upload it that way.
