In India, there are two major fixed line ISPs - the state-owned BSNL and the private player Airtel. BSNL has the advantage of having been in the business before the telcom sector was opened to private players. BSNL has no customer service to talk about. Airtel has, but they still have a lot to learn. I was using Airtel until last month, but have switched over to BSNL. Fixed line speeds offered are between 512 kbps and 30 Mbps. Charges vary accordingly.

3G services have just been launched by a few private players. I have now subscribed to a Mobile 3G service from TATA DOCOMO (a joint venture between a Tata - a large Indian industrial house and the Japanese company DOCOMO). I getting upto 4.5 Mbps using a USB Modem on Ubuntu 10.10 loaded on a i5-equipped Acer laptop.
