The best way to start blogging is to start a blog. The only way you are going to be able to get followers is if you start blogging and what you are blogging about is interesting to other people. Start by using either Wordpress or Blogger. I have tried both and personally like Wordpress, but I liked the ease of use of Blogger and that is what I use for my blog which has one post on it, however there are people that will stand behind Blogger so try both and see what you like better.
