So, since then the computer has been unplugged and plugged back in. Maybe you have a loose connection. Try reseating the video card. Also, is the computer and monitor plugged into the same power strip? Try seeing if you can run a strip from another circuit breaker like from across the room and put the monitor on it.

I have had the same problem with one of my monitors. I would first try updating your graphics drivers to the latest version and see if that fixes the problem. If not, try a slightly older version of the driver, or even try uninstalling the driver and using the built in VGA driver.
I had this problem when I upgraded to a newer version, so I downgraded and that fixed it. A few months later, I upgraded to the newest one, and the problem was fixed, just give a couple different drivers a shot.

Honestly it sounds like a video-card-driver issue.
Go to PC Pitstop & run their battery of tests. Once completed take a screen shot of the "video-card performance score". Then remove that Video Card driver & install another. Then rerun the test & compare the performance scores. You may be surprised at the difference in score from one driver to the next.
I did this once with a nVidia Card in finding the driver that gave me the best performance. One point of interest it wasn't the latest driver from nVidia that scored highest, rather it was a older Driver built by MSI for the nVidia card that scored the highest & gave the best performance.
