I think it depends alot on your personal needs. I think price is a big issue for most. You should look at any restrictions that might have as well, such as content or bandwidth limitations. Look at the freebies too, and see what they are offering that others aren't, or perhaps what others might make you pay for. Uptime and customer reviews are important to, you want to make sure they are as reliable as they say.
Depending on your price point, you should be able to get unlimited space and bandwidth at a pretty decent price with a few freebies.

Technical support. Go to their web site and email them a variety of questions. Hopefully they have a live chat (most of the good ones do). Ask the live chat people some questions, like what are some of their plan features, if you can upgrade your plan, if there's a reseller program, if they have cpanel or whm available (or another control panel entirely). Make some other questions up. Use the live chat several times on different days with different questions - if you get the same named person who doesnt have any recollection of you, they are outsourcing the support to India and using fake names. That's always a bad sign.
