Prevent desktop icons from moving when 2nd monitor is removed from laptop?

There's no built in way to do this in Windows (that I've ever heard of). for $20, you can get "Desktop Icon Toy": http://www.idesksoft.com/

Or, what I've down is hide the icons and started using the free version of Object Dock: http://www.stardock.com/products/objectdock/
