How and where can I go about registering a custom domain ? By custom domain, I mean something like bit.ly or del.icio.us ?

del.icio.us = someone has registered icio.us and made a subdomain called del, hence you have del.icio.us.

.ly means Libya, .us is USA so just register the domain name with whatever ending you can get it from. It's not custom, just easier for people to remember .com although .co.uk is often cheaper than .com for example.

A subdomain can be something.something.com or us or .co.uk etc

Any domain registrar, such as GoDaddy.com. You mentioned del.icio.us, which is a domain trick that uses the icio.us domain and adds the subdomain del. Adding of subdomains can be done in your DNS manager such as one provided by your registrar or hosting site.
