I need something portable with wifi.

If you just want to surf the web, and don't mind using something old, you can get a dell axim x51v for like $50-60 (may even be able to get one for well under $50 (it is like 6 years old)

it works ok but is a old device.

if you want something newer like android, you can get a archos

a little bit over your price range but it is decent, (it does not have multi touch but you do have wifi use and expandable storage)

I prefer wifi tablets since they are generally cheaper, and require no data plan.

PS the stock android os/ firmware can be replaced by many newer and more functional builds
