i guess you could if you have the network WDM drivers installed so this camera appears to be directly connected to the computer (WDM is windows capture method).

did Panasonic provide you with any drivers for windows ?

You can grab a copy of webcamXP (also called webcam7) and install their network camera driver (for free). which connects to a single network camera and makes windows see the network camera as a web cam.

webcamXP will not work for me. it dose not see my cam.

what have you actually tried its not automatic. you must put in the address for the camera and the camera type to be able to use the network camera. if all your did was install webcamxp, you need to install the network IP driver they have as well and configure it based on the type of camera (mjpeg for example). if you cant get the camera to work in webcamxp as a network camera is not going to work withanything else. so I wonder how you have it working in the first place or do you just type in the address in your browser to view it? (remote view, not webcam mode)..

use google as i said all ready and go to webcamxp (webcam7) website they have the network WDM (activex) driver and documentation on how to setup the driver for 1000s of cameras.
