Has Google Made a Mistake?

So, I just got an invite to Google+. I was all ready to go and check out the service when I get hit with this:

Who else thinks it's not the greatest idea to prevent those who are at the most social stages of their lives from using a new social network?

I think if you live in or near Chico, California, you can't use Google+ period.
