Has Anyone Been Able To Transfer A Gamertag To A New Windows Live ID With PC Only?

This issue is getting rather ridiculous. All I wish to do is either change my sign in e-mail address with Games For Windows Live and Xbox Live (Note that I do not have an Xbox) or move my gamer tag to a new Windows Live ID, however over far too much looking and finding nothing of any use all I could find is how to do it with an Xbox, so my question is if anyone has ever been able to switch a gamertag to a new ID on their PC only?

Changing an e-mail should be the most basic of tasks, forget the idea of trying to transfer games to a new account.

Someone directed me to the corrent location, even knowing where to look it is troublesome, not all that thrilled with the Games For Windows Xbox, Live ID system, a bit of a mess at times trying to figure out where everything is. At least I was able to update my e-mail.
