On Mac I use the built in Disk Utility App. Im sure on Windows there is a similar piece of software.

You are going to need a disk manager of some sort.

I personally like paragon partition manager for this purpose, because it is simple and it boots fast from a CD.

A free alternative is GParted, this is included with most Linux live cd's like the Ubuntu live cd. But there is also a live cd specifically for GParted.

If you do not have to touch your windows partition you could also use the build in disk manager.

In Windows XP you start this by doing: Start -> Run -> diskmgmt.msc

In Windows Vista and higher you can simply type in diskmgmt.msc into the searchbar in your start menu.

what im looking for is how to delete partitions from it because i want one big disk and to format it and cleanly install windows 7 note: this is a 64 bit system

Then you will probably want to go with the livecd of Paragon Partition Manager or a livecd that has GParted on it. These run independent of your operating system and let you manipulate any disk in your system. You cannot modify a disk from an operating system that is running of this disk.
