I use a free host, which might be my only problem, but how do you install OSQA? I have been to the websites, and I still can't figure it out. I've installed WordPress and Joomla on my host so I have some experience, but I guess those don't count because they are ridiculously easy.

OSQA uses Django (a web framework written in Python) rather than PHP. I seriously doubt your free web host provides hosting for Python-based applications (I've yet to hear of one, actually). Either host it on a computer at your home (just to try it out, even) or start paying for hosting (it's not exactly expensive, my company offers hosting for $10 a year).
Once you have a setup capable of hosting Django applications, just follow OSQA's installation instructions.
