Hey, I just got a couple of App Store/iTunes gift cards so I can buy OS X Lion. I put the codes in over a half hour ago, and on the App Store says I have a balance of $30 and change. I go to buy Lion, and it says I have insufficient funds. What gives?

Usually the app store has tax. If you have "$30 and change" as in $30.?? with some random amount where the question marks are, you probably don't have enough because when I bought Lion, I was taxed $2.21, making the total cost $32.20 (because Lion is $29.99).

Apple never taxes me for anything in the App Stores.

Apple just sent me my receipt on Lion...no tax:

It may take up to 24 hours (in extremely rare cases) to activate iTunes gift cards. Apple does this so you can't steal the card from a store, you actually have to purchase it.

In most cases when I have purchased them they've activated within a few minutes.
