Minecraft server: Too much griefing

My friends and I have a server in minecraft. Its fully functional and everything. However someone has been griefing lately and its rather annoying. I know about banning. We've done that before. But is there a mod that will for example, not allow PVP or building within 150 squares of spawn? Or give them certain rights for building instead of oping them which gives them full access to spawning and thus griefing. So to make sure thats clear, a mod that only gives them certain rights or stops them from building or killing within a certain area.
