i was wondering can i install Office 2010 standard on Server 2008 R2 and then use GP to add links to all user desktops?

I don't get exactly what you are asking here. If you install Office, you should be able to use it, along with all the other users that have accounts on the server. If they are connecting to the server through RDP,they will be able to use it too. If you are asking if they can use the software through a network share, then the answer is no. When trying, I get the error "The operating system is not presently configured to run this application". If you own a business, or just want a copy of the software for all of your users, I recommend checking out this link for purchasing options. http://www.microsoft.com/business/en-us/buy/default.aspx

The only closest thing I see is Citix's Xenapp. Though that is for business usage http://en.wikipedia.org/wiki/Citrix_XenApp
