[closed] Looking for help with setting up a service on my website! (I know nothing about coding and any codes)

I am a graphic designer and I am looking to setup a service on my website which users can add there own wallpapers to the site and upload them with there own username and password and blog page. I am on Skype if you wanna talk to me I will be on all night tonight so please come and help me. Again this is a service that I want people to sign up and have there own blog and have there wallpapers on there blog.
