Is it okay to transfer files from one PC laptop to another is the transferring one has "Blue Screen"? I want to make sure nothing will happen even if Blue Screen has to do with hardware. Blue Screen only occurs like every 3 months. Thanks!

You can't do it while it is blue screen. When it is not, then yes.

When the computer is on the blue screen, it shuts off as much hardware as it can to prevent damage to your PC. That is why you must do it when the computer is working, or you could pull the hard drive out and connect it to the computer that you want to transfer stuff to. Just make sure you don't boot to that drive in case it has problems.
