Downloading iso files for Windows Operating Systems is not illegal. Only if you cracked it or something would it be illegal.

It's only legal if it does not include a crack for Windows. If it is just the .iso and nothing else, it's normally fine.

I don't think that direct links to Windows 7 ISOs are legal.

What I meant was that any free download of Windows 7 is illegal.
