I recommend the Panasonic TA1 HD. It records in both 1080p and 720 and can take 8MP photos. It sells for £70 on Amazon.co.uk. It can also be used as a webcam and has a built in usb cable.

The Kodak Zx3 and Zx5 are also possibilities. The still shots aren't as high resolution as the panasonic TA1 but other than that are very similar. They're built to be waterproof, dustproof, shockproof etc so should stand up to being dropped, used in the rain etc!

Edit: They also have direct upload to Youtube and facebook
