i have an hp laptop, it won't power up when turned on i get lights at the top of the keyboard, i tried replacing the motherboard, helped a little some suggested replacing the harddrive is this a possible cause? also could a power cord be possible cause?

Did you try replacing the power adapter? I had run into that problem too several times, and found that replacing the adapter works.

Try replacing the power supply first. If you have problems with your hdd your conmputer will tell you after it starts :)
