[closed] [CLOSED] Windows XP User Account Trouble

When i try to enable welcome screen or fast user switching i get this error.

Please help this is my server pc i recently picked from my uncle before he trashed it.

Message:

A recently installed program has disabled the Welcome screen and Fast User Switching. To restore these features, you must uninstall the program. The following file name might help you identify the program that made the change:

trust me its safe and i ran it through a series of scans tests etc completely clean
