does anyone know how to make my fps on any game not so jumpy like 60 to 30 in 1 sec then 100 to 60

You can try to reduce the resolution and quality in the game or simply get a new graphics card if it can't keep up with the games you want to play.

Jumpy FPS is related to the sudden outbursts of graphics that have to be processed at once. Most likely an explosion in-game or the appearance of several character models at once.

The only two ways to fix this is via optimization of the drivers, which is reliant on respective GPU manufacturers and to buy better hardware to upgrade the system.
