I believe that blogging is an art form. I think that many people have innate talents that allow them to blog successfully. Those talents could be the ability to write well, being able to speak well, knowing how to attract an audience, etc. Blogging is all about sharing your thoughts with others to connect with them. Also, success varies for each blogger. For example, one blogger may have generated a lot of revenue from his blog, so he's successful, while another blogger may have forged many friendships online, therefore he's also successful.

Yes, blogging is an art form just like everything else. If you think about it anything can be turned into an art form. Currently I am studying acting in college so there is a lot of talk about what is art.

The fun part will be trying to explain how the "The Jersey Shore" is technically art.
