Why hasn't Google up lifted the age restriction for Google Plus? As it is public now why haven't they done so?

It was 18 as many kids don't get that it is beta and needs people to test not play.

Google was collecting data on what people did as well.

They need to hurry up with lowering the age requirement because I'm 17 years of age and I've had enough of this waiting.
