Why do people ask if they can ask a question?

People generally ask if they can ask a question due to the nature of the question they're willing to pose. The person asking may think that they need permission before asking or that the question may be a sensitive one (about family, life history, etc) and may upset the person they are about to ask.

Depending on the relationship between two persons, asking a question may be perceived as an intrusion into the personal space. Asking whether you can ask a question, is requesting permission to get into that personal space! It's almost like ringing a doorbell to enter a person's home.
