Is there any program out there that can tell me what program is running what background process. I really need something that will stop the background process as well.

All depends on what OS you are running.

Start windows task manager (crtl+shift+esc), then go to the processes tab. Make sure to check the box that says "Show processes from all users". This will display a list of all the running processes on the computer. To end one of them, simply click on it, and then press the delete key.
