Yes. I ran CS4 on a 1.6GHz Atom piece of trash for school last year and it worked fine. Haven't tried CS5, but a 2.13GHz Pentium is fast enough for sure.

Yes, the specs are par with mine and Photoshop runs fine. ( I used to CS4 on a 1.3Ghz Celeron)

That laptop will work fine.

Not sure about CS5, but my old PC with a 2.4GHz Celeron and 512mb of RAM ran CS3 pretty nicely.
