I'm thinking Siri will come to other devices like iPhone 4, iPad 2, etc., but i'm not sure. Do you think it will?

I doubt Apple will let you get it on any other device (unless it's jailbroken).

Maybe he means programs that are similar to Siri.

There's actually an application very similar to to Siri available for android for free, it's called 'Speak to it', below is a link to a video of an interview with the CEO.

Yes there is a new android app called iris “Intelligent Rival Imitator of Siri” also is Siri spelled backwards.

I don't think apple will release it to older devices such as the iPhone 4, but there are a few people working on Porting it to the iPhone 4. They have good progress but it is not available to the public yet.

If you want to check their progress, follow @jackoplane @iH8sn0w (somewhat working together) @stroughtonsmith (working independently with 9to5mac)
