It is a useless project If your interested in generating heat, the most efficient way is to simply use some form of power regulation (eg if you have a broken battery powered soldering iron or something along those lines)

Then connect it to some wires in order to create a hot plate

But trying to run power through a CPU will be useless since they have an efficiency rating, meaning much of the power will not go to generating heat which is the goal of the project.
