As already suggested, GIMP is a great one, but there's also another that I use quite often. It's called Seashore. I'm using the latest version 0.5.1, and it's pretty nice.

thanks. I'm downloading seashore now. but i looked at gimp and it looks like its mostly color correction stuff. at least from what the website advertised about it. I'm looking more of being able to cut different pictures together and stuff like that. does gimp do that as well?

If you really need good software for a project, you can get a photoshop trial.

Gimp 2.8 is just as buggy as Gimpshop. It may be a version to skip all together.
