Naturally LCD monitors have a little lag, this is due to the changing the liquid crystals in the monitors. Some companies are better than others in refresh rates

So changing the refresh rate in the game would help??

I doubt that it will help, it is the monitor refresh rate, not the game's refresh rate

which LG monitor do you have, your probably experianceing the blur from the MS (millisecond) response time.

the millisecond response time is how fast the Pixels loose the old colour, some blurring is always going to happen on budget screens

It depends on the type of monitor you use. Some monitor from LG (Especially has fast response time) might doesn't has any lags. try a new monitor. I personally recommend http://www.lg.com/us/computer-products/monitors/LG-led-monitor-E2281VR-BN.jsp
