If I Buy the iPhone 4S at "a discounted price" on AT&T, can I still get the next-gen iPhone for $199?

I currently have an iPhone 4 on AT&T under a family plan, I am eligible for the fully subsidised iPhone price ($199/$299) in August of 2012. I really want the 4S, but I would have to pay $400 for it. That is the discounted price for AT&T. What I want to know is, if I buy the 4S, will I still be upgrade eligible in August of next year to get the next-gen iPhone for $199?
