I have a win7 ultimate 4gb of ram (3gb usable). The speed of it is ok but i was wondering if there is a free software or any tricks that can make a windows computer feel and run faster. Is it also possible to run all of the 4gb of ram on win7?

Yes, there is a way to optimize the RAM. You must re-install Windows, and use the 64 bit version of Windows because it will use all of the RAM given.

I agree, please note that it since it requires a clean install then you need to backup your data especially if is on the C drive.

No, 32 bit only knows how to use 3gb, and it is legal to download it, as long as you have a valid product key.

Press Start, Search for 'MSConfig' and run through the Services and Aplications and uncheck the ones you don't need

the best way it to manage the startup, the OS is well optimized, all you really need to do is keep additional crap from loading. I have a ton of programs installed and it still boots faster than a fresh install because there are fewer startup items and services than on a fresh install.

Very very very very few programs actually need anything in the system startup to function normally.

windows 7 starts in about 20-22 seconds

Windows xp starts up in 13-15 seconds (those times are for when the OS starts loading, to when the desktop icons are displayed and no additional hard drive activity is happening)

I am using a 7200 RPM 1TB wd black drive. (If I had a SSD, I could probably cut those times down by 70%)

Nope, windows 7 will only use up to 4GB of RAM on it's self depending on how much RAM you have installed, (to get it's max usage, you need to install at least 16GB RAM)

There is no benefit to allocating more than is needed for the superfetch. If you get a SSD you can disable the superfetching and other time shifting features and cut the OS memory usage in half.

If you are not happy with the speed on windows 7 on your system, then install windows XP, the system was designed to be lite on the IOPS since the bulk of it's development was done at a time when hard drives are almost entirely useless at 4K reads and struggled to keep a usable IOPS for larger reads. (thats why the OS is much smaller, windows 7 is significantly larger and many elements of the OS take more hard drive actvity to load.

The best thing you can do for responsiveness in windows 7 is get a hard drive with the highest IOPS possible.

False. Windows can and will use more than 4GB if you have a 64-bit version. You also don't need to have 16GB nor is 16GB the maximum. That depends on your motherboard.

swap is just like page file but under linux, it has it's own dedicated partition

PS keep swap partitions and virtual memory off of a SSD, as those services are write intensive and will drastically shorten the life of an SSD

No. The overclocking community likes to crow about it's success but the truth is that they are talking about improvements of fractions of seconds as though they had achieved a breakthrough on the scale of the jet engine. Windows 7 is the most efficient of the MS OS's to date and automatically deals with most of the delay issues of previous versions in any case. Upgrading you graphics card will, in most cases, make a noticeable difference but for the average user nothing else is worth the time or the risk for the sake of the mere slivers of time that could be saved.
