I have an older USB webcam here that I can't find any sort of drivers for. The model is an HP PP136AA#ABA, it's fairly old. When I connect it to my computer, Windows identifies it as a "CIF Single Chip" device. I have looked online for hours for a driver for this, searching for both "CIF Single Chip drivers" and "HP PP136AA ABA drivers". The only links I have found were dead, and I've got no other information to go by. If anybody has information on where to find a driver for this or the driver itself, I would appreciate it.

Try this its from driversguide.com they had it there. I used google to search for it. http://members.driverguide.com/driver/detail.php?driverid=736507
A good place to look for older drivers for something like this is this place. Its good to have it bookmarked. I have downloaded from there on several occasions for drivers of the weirdest kin for some of my computers.

Exactly how old is this webcam of yours? If I recall correctly, even some old crap webcam I bought for 8 bucks worked right off the bat without any additional drivers on Win7.
