What website you want to make? If you just want blog or personal page, the easiest way is just to register on some blogging platform like Blogger.com.
If you need something more advanced you will need to find some hosting service and either write your own website in HTML/PHP or, the simpler way, use some content management system.
If you don't know anything about that, and you need professional website you can hire a web designer.

I find free website templates with help of Google search.
Then I edit them with KompoZer, a free WYSIWYG web editor.
5 Upload your templates and files to your website

6 Test Your Website
I use these two major browsers: Internet Explorer and Firefox.
7 Share your website with your friends!

You will also need a program in order to create the site. If you are on a mac you can iWeb which comes with your mac, and on a windows you can use Dreamweaver or FrontPage which is called something else en office 2007.
Or you can see if the host offers free website creation tools.

Easy way... 1&1 and godaddy have basic site builders. But i suggest a you use your own CMS like... drupal or joomla. I personally like joomla allot because its easy to learn and you can just keep learning form there. If you don't think your site is not going to get alot of traffic at first take an old p4 and host it your self from home. Then you can port your site to a host like godaddy with a ftp client. Buy some books on html, php, css, wordpress, drupal and joomla. Don't be afraid to buy the "for dummies" books there cheaper and not as technical then you can move on from there. (trust me on that i have bought expensive books that were very detailed and it tends to be overwhelming but now i get them) talk to people on forums and irc's related to your CMS.
Finally don't be afraid to break your site look at it like a learning experience. have fun with it.
