I mean you enter a HEX/HTML of a colour and save it for later use. You can save your favourite/interesting colours, etc. Is there an app/website/program for that? I'm thinking of making one for myself...

Couldn't you just make like a Word Document or even a text file with the different color codes in it?

I think that that would solve your problem.
